cleartype question

ClearType Question

Can someone explain the difference between enabling ClearType under Personalization (Effects under Appearance Settings) as opposed to simply enabling ClearType in IE7 (Tools).
Does the former also cover IE7? Or would one have to enable ClearType in IE7 as well?
I tried a few combinations here but my display is quite old and couldn't tell the difference.

Setting Cleartype in Personalization affects all the text on your screen, except the text in websites.
Setting Cleartype in IE7 affects only text in websites.
These two settings are independent of each other, and changing one does not change the other. Why Microsoft decided to do this is beyond me. lol.
Cleartype is a technology that smooths out the text on your screen to make it easier to read. It is most effective on LCD screens.
